I agree that this ordinance provides satisfaction for the object referred to in paras 17 and 37 of the despatch on 27/5/76. The whole scheme is necessarily experimental, and the ordinance will almost certainly require amendment sooner or later when it has been tried and found wanting; but it has been drafted with an intimate knowledge of the needs of the situation.
